Fx, Movie Splitter and Trimmer is a tool that enables you to save sections from an existing movie file to a new AVI file. 

It's not cheap because you have to buy the FX, Joiner(30$) to if you want to play with ease. Limited compression, converts from Multimedia formats MPEG, AVI, Quick Time, Indeo Video to the AVI format. 

There are some build in standard for making media light enough for Web-publishing.
