It's true, this program does do as stated above but if your thinking of creating your own navbars from scratch don't, at least not with this program. I've used Xara products before and was hoping for a program that would finally be integrated with Xara3D so I could import the buttons created in Xara3D into Xara Menu Maker. No can do, you can only use the collection of professionally designed NavBars they supply, which by the way are locked out in the demo version. You only have 6 template styles to choose from out of 37 pages of templates (250 designs total).

Even so, I must give credit to the team at Xara. Again they have produced a program easy to use with supporting functions to easily create and publish, on the web, some very professional looking NavBars.
