They also say:

The software is actually GPL and totally free and available from the author's site http://www.httrack.com/ under the name Website Copier v 3.33 so if you want to waste $14.95 downloading a program that is totally free please be my guest, personally I prefer the original author's version (Xavier Roche) who also has a lively forum giving help to one and all again for free ( help at Web Site Downloader aims to respond within 1 business day).

It's a dilemma isn't it, get the program and support for free plus no "distribution" charges", or pay WCCL $14.95 for the same thing. It's up to you.
