ActiveStartup Deluxe is a program for viewing and editing which programs run when you start your PC. From the programs' main screen you can see which programs are set to run at windows startup, then you can go further and examine the registry keys for run, run once, run services, and run services once. Which may sound complex but it is simply a display of what in in your windows registry to run when you start your computer.

Basically ActiveStartup Deluxe is a cleaner version of what you get when you use the msconfig tool(go to start, run, and type msconfig to see what I mean.) It is however a bit better laid out and easier to read I don't think though that a cleaned up version of msconfig justify's a 30 dollar price tag.

In short if you are looking for a way to shut down unwanted things which run when you start your computer this will work fine and there is the services tab through which you can edit the things found in services.msc(start, run, services.msc) however if you are savvy enough to be editing these things you can probably use Microsoft's Provided tools and save a bit from your wallet.
